Tilt and turn windows
A tilt and turn window gives you two positions from one handle. Turn it once and the window tilts inwards at the top, letting air in at high level without leaving an opening anybody could climb through. Turn it further and the whole sash swings inwards like a door.
Because it opens inwards it takes up no space at all outside. That makes it the sensible choice above a balcony, a walkway, a narrow side path or anywhere an outward opening sash would be in the way.
Cleaning is straightforward for the same reason. The outside face of the glass comes to you, so upper floors do not need a ladder.

What to think about before you choose
It opens into the room
Allow for curtains, blinds, and anything living on the sill. It is the wrong window above a kitchen worktop and the right one almost everywhere the outside is tight.
Tilt first, turn second
The handle positions are deliberately ordered so that swinging the whole sash in takes a distinct, separate movement. Restrictors can be fitted where a child could reach the handle.
Where it earns its place
Above a walkway, a balcony or a narrow side passage, where an outward opening sash would be in the way, and on upper floors where cleaning the outside is otherwise a ladder job.
